A Continuous Controls Environment™ is a control architecture that operates before the invoice enters the exchange ecosystem — embedded in ERP logic, master data, workflow design, and semantic mapping — rather than as downstream review mechanisms applied after the fact. The taxpayer's CCE is the governance response to an authority CCE that is already operational. Tax Administration 3.0 makes the downstream review model structurally inadequate; the CCE is the architecture that replaces it.
